Prior to private practice, Mr. Steven Yu served at Shanghai WTO Affairs Consultation Centre, the first Chinese World Trade Organization (WTO) service body, where he advised government agencies, enterprises and industry associations on trade compliance with China’s WTO access. He was one of the key developers of Trade Dispute Early-warning System sponsored by Shanghai Municipal Government.
Mr. Yu started his private practice in early 2003, focusing on trade law, foreign investment law and customs law. He leads a team representing clients in various industries in over 60 antidumping (AD) and countervailing duty (CVD) investigations and reviews initiated by the US, EU, India and Turkey. On the other hand, Mr. Yu represents foreign exporters in AD/CVD proceedings in front of Chineseinvestigating authority; among which, very notably he helped his clients overturned an just-issued AD duty order on Unbleached Kraft Linerboard from the U.S. and Thailand in 2005, through administrative review by the Chinese Ministry of Commerce.
Mr. Yu worked in Washington-based law firms for several years. In 2002, he joined a 3-month seminar on trade laws and practices in Washington D.C., which was supported by the U.S. Department of Commerce and International Trade Commission. Between December 2008 and June 2011, Mr. Yu worked in a Washington D.C. law firm as of counsel while he was a visiting researcher at Georgetown University Law School.
Mr. Yu is a senior law and policy adviser at both national and provincial level. He is invited into the board of advisers for Jiangsu MOFCOM, and a legal adviser to Shanghai MOFCOM. He is the writer or contributor to many publications on WTO and trade law and practices. He graduated from the Law School of Zhongnan University of Economics and Law (Wuhan) with master degree, and is a Ph.D. candidate of Fudan University (Shanghai). Mr. Yu works in Chinese and English.
